I think it was Herbie Remington. He wrote it I think during his time with Bob Wills.

I could be wrong, but am pretty sure. No idea about the publisher.

I am quite sure Herb Remington wrote "Boot Heel Drag."

The publisher could be "Hill and Range Music Publishers."??

I don't know how true it is, but the story goes,,,while they were in the session that included "Faded Love", Wills wanted an instrumental featuring the steel guitar. Herb had been working on the song for a good while but couldn't come up with a name he liked. When Eldon saw how Herb drug his bar on the "inverted F# 13'th" tuning, he commented it was sorta' like dragging your boot heel on the floor. Hence, the name "Boot Heel Drag" was born right there during the session.
BTW, it was put on the flip side of "Faded Love" and made just as much money from sells as "Faded Love", which didn't hurt Herby's feelings or pocketbook at all. !

Gotta love them "B" sides sometimes,but BHD was not a B grade tune by no stretch......
