15 of the 16 tuning keys on my D8 feel loose and wiggle around when there is no string tension on them.

I am referring to the entire tuning key assembly, not just the part that is rotated.

Only one feels solid and stable.

All of the keys seem to function properly when the guitar is tuned up.

Is this common?

Is the one stable tuner the only good one, or should it be loose too?

Yep. Far as I can tell, they all do that. The tuners are kind of a floating assembly - held in place by the tuning posts through the sheet metal pan and kept from falling out by the small clearance with the wood of the pan recess. Pull the pan out of the recess and the tuners will slide right out of the pan.
Long scale (26" scale) Stringmasters with the lollipop tuners are a bit different as the tuners are soldered or brazed to a brass or copper strip and they can only be removed from the pan by heating and removing the (soldered) lollipop tuner buttons.
