Is it safe to tune a Dobro one step higher to A with standard G strings?

I don't think I'd try it with 16 to 56 gauge reso strings. You may want to carefully try a light set of 12 or 13 to 53 gauge.

I use a extra light set of strings 010-047 and change the 1st and second string to an 016 and 018.
Enough tension for a A-Highbass-Tuning in my opinion.

I have interchanged them with no ill effect. If you're making a permanent setup do what Erv said
