I remember reading an old post about making custom ringtones and that it said to render it as a .wav file, then somethin'...somethin'...somethin'...convert to mp3...somethin'...somethin'...somethin...

I have the .wav, but all the posts I found in Search are either years old, PC- and/or Android-oriented or directed other than where I want to or can go.

I have an iPhone 4, Verizon, Mac OS 10.10.5, iTunes 12.3.3.17 but no Garageband.

Is this even possible?

Here's are a couple or links that show how without Garageband, but you will need ITunes...

I may, in fact, be nuts. However, I am screwed onto the right bolt... Jesus!

Isn't there an app available for your phone that makes custom ringtones. I have one on my Android phone that takes an Mp3 file and displays (and plays) the waveform. You set a marker where you want the ringtone to start and where to stop. Then you save it as a Mp3.

The app is just called RINGTONE MAKER. Check the iTunes store. There are probably a million similar apps.

So I found GarageBand '09/5.x on an old laptop and managed to make the ringtone (.m4r format) and I've dragged it to the Tones folder for iTunes and my iPhone. It's grayed out with a dotted circle to the left, implying that it needs to be downloaded via the cloud?...an authorized Verizon or iTunes paid source? (A ringtone I bought but haven't been using is similarly disabled.)

Since I'm with Verizon, I'm screwed right? (And let's face it, what are the odds that iTunes will ever sell Eric Weissberg's break from Sha Na Na's "Top Forty"?)

Do not adjust your set--I'm just tilting at windmills.

It's been awhile since I've done this, but I remember it is done through itunes. A several step process, but not a super big deal.
