On a 10 string C6 tuning, using the lever that lowers string 3 C to B to also raise string 9 from F to G seems like it might be useful. is there a reason not to?

Without that low F you couldn't play a big F7-5, or F9+11. So you would lose stuff like this cadence in E, essentially a V-I cadence where the F7 is a tritone sub for B7.

Can't I get the F7b5 and F9+11 with standard pedals 6 and 7?

And the B7-9 to F9+11 to EMaj9 two footing on P5,P6, and P7?

Yes, but you would have to re-attack the B on top on a different string. It is nice to hear the top note (melody) unchanged while the entire harmony moves underneath it.
This is the only example I can think of just now where you might want low F simultaneously with B on the C string. For some styles of music I do it a lot on my ext E9 (1 fret higher of course, low E string with lowered 5th string).
