Can you sight read scored music ON PEDAL STEEL

That's the best way I've found to get a handle on reading. Robert Ottman's book Music for Sight Singing is an ideal resource, designed to teach a person to do that. Over a thousand short reading examples, organized progressively starting from the most basic rhythms and intervals. Expensive new, but you can get an older, used edition pretty cheap - mine was $6.95.

It's not necessary to sing out loud if you can imagine the tones. I've found I can learn to imagine even complex chords, though to do it I sometimes have to piece the notes together mentally to gradually get what the overall sound of the chord is.
