Why do people mangle pedal steels by taking off the C6th neck and adding a pad?

Why do people remove the C6th neck from their pedal steel guitar? I have never understood why anyone would bugger their guitar that way.

To my taste E minor 7th tuning was never meant to play Bluegrass music. It works much better for swing music and such.
